The new OS update will continuously monitor every app, including the camera, web browsers, messaging, and photo library. Images will be intercepted and checked against government defined classifications before they can be taken, saved, viewed, uploaded, or shared.
If a selfie reveals too much skin, the phone will detect it in real time and block it from being saved. Whether you use Signal or SMS to send or receive an image, the phone will intercept it. If it detects too much skin, a warning will appear and the image will be blocked from being sent, received, or stored on the device.
When someone outside the UK sends an image to someone in the UK, the image will appear heavily blurred, with a warning to explain that it contains sensitive content.
When using Safari or Chrome, images the government deems inappropriate can be blurred before they're displayed. Images restored from backups may also appear blurred or filtered in the Photos app.
I believe it will be mathematically impossible for Apple and Google not to block innocent images. Nudity classifiers produce false positives, and at the scale of every image on every phone in the UK, that means lawful pictures blocked in their millions. Starmer said, "This is not an impossible challenge". From a technical perspective, he's wrong.
Assuming I'm right, most people will be forced to register a government ID with Apple or Google to access lawful content. That infringes human rights by ending digital anonymity, and privacy becomes conditional on identity, weakening protections for everyone, including journalists, activists, lawyers, government officials, and children. I've set out before why age verification is identity verification.
Starmer boasted that this will make Britain "the first country in the world where it is impossible for children to take, share or view naked pictures on their devices". He's right. China and Iran censor at the network level. They don't require Apple or Google to modify their operating systems to intercept and censor images. If the UK succeeds, others will follow.
The UK government says this is about tackling child sexual abuse material and grooming. I've advised major UK agencies and law enforcement on these issues, Sarah Payne and Shy Keenan have publicly supported my work, and I've built child safety technology that companies like Apple, Samsung Mobile and Opera believed was technically impossible. The government's claim that this protects children is baseless.
In effect, the British government is handing the country's digital sovereignty to two US tech companies, one of which has repeatedly been penalised for misleading the public and regulators about tracking and data collection on Android devices.”
